Who We Are

We are a group of former public appraisers who have seen first-hand the appraisal challenges faced by Tribal Nations, and whose sole aim is to turn that defective paradigm upside-down, by equipping Indian Country with the ability to conduct their own appraisals.

We are registered as a Non-Profit Public Benefit Corporation in the State of Wyoming.  We heartily welcome all other like-minded individuals to join this effort.

Alberto Ugas

Founder & President

Alberto is a Certified General Appraiser with over 32 years of appraisal experience. 

Most recently, he served as the primary subject-matter expert in the implementation of a modern appraisal system for the Land Buy-Back Program for Tribal Nations, the first such undertaking for the Federal government.  The program successfully appraised more than 13 million acres (about twice the area of New Jersey) across Indian Country in the western U.S. through the use of sophisticated analytical techniques.  The Program facilitated 1.69 billion dollars of purchases and restored almost 3 million acres of land (about half the area of New Jersey) to tribal government control.

 

Alberto has also served as Tribal Sovereignty Officer supporting Tribal Nations willing to undertake the management of their appraisal programs through Public Law 93-638, the Indian Self-Determination and Education Assistance Act.

 

Prior to working for the federal government, Alberto served his community for 17 years as Deputy Assessor-Treasurer and appraiser, with responsibility for more than 335,000 properties and 82 billion dollars of property value.  When not on a leadership role, he has appraised a large number of properties with a wide variety of land uses.

Richard Jones

Founder & Senior Vice President

Richard is a Certified Appraiser with 40 years of appraisal experience. 

After 12 years of managing his own appraisal firm, Richard joined the National Park Service Concessions Program in 1996 appraising some of our nation's most historic treasures  under PL 89-249 and PL 105-391. 

 

Most recently, he served as the primary subject-matter expert for GSA's Disposition Program as part of a federal asset liquidation/disposal team.

 

Richard was part of the initial implementation of the mass appraisal program for the Land Buy-Back Program for Tribal Nations acting in the capacity of Senior Advisor, Appraiser and Contracting Expert. 

Richard has also served in multiple capacities as senior coordinator for the Flight 93 condemnation, NPS arbitration proceedings, lead appraisal expert for multiple federal regulation drafts and public comment coordination.  He has extensive experience with Public Law 93-638, the Indian Self-Determination and Education Assistance Act.

Richard's experience spans many decades, private and public lands, clients and stake holders as well as highly specialized and challenging assignments.
